Not all public costs are up front

At this past Monday evening’s council meeting, Councilman Sheila Solon requested that the council delay approval on design contracts for voter-approved projects, including the redevelopment of Woods Chapel Road. Her goal was to explore a way to bypass our state statutes to allow design contract proposals to be awarded based on lowest price.

Currently in Missouri, the law requires cities to select construction design firms based on their qualifications. As consumers, we must all choose to purchase goods and services and weigh the cost versus quality. An example would be when men select perfume as a gift for the woman in their life. Rather than picking up an inexpensive perfume at the drug store, we sometimes choose a higher quality perfume at the mall.

The decision the council was making will affect the safety and long-term maintenance characteristics of road and sewer construction, and it is far more important than the selection of perfume. Our state laws eliminate the temptation to make poor decisions based solely on cost for projects of this type. The mayor and the rest of the council were correct when they voted to move these projects forward despite Councilman Solon’s recommendation.

This is really the problem with having Solon on the council.  She is truly void of any understanding of the laws of the state of Missouri and even our local laws, including the City charter.  She truly does more damage than anyone really knows.  Most developers and business owners want to avoid Blue Springs because of her and Ron Fowler.  It is really sad to think that we could grow our community through new businesses (and not industrial businesses, but retail and office space) if we had good leadership up front.  Its too bad that our leaders are not nearly progressive enough to move us ahead.

I disagree with your negative portrait of Councilman Sloan. Councilman Sloan has done a far better job in looking after the citizens of Blue Springs than previous representatives. She seems to be concerned with making the right decision rather than a quick one that in the past has created problems for citizens and benefits for real estate and builders.

The trouble with representing the public is that if you only represent those who speak up then you leave a vast majority out of the loop.  There are very intelligent individuals who are silently disgusted who simply do not or cannot  take the time to get involved.  It is the duty of the council to represent everyones view.  Sometimes, it seems as those who speak up get the most action.  "The squeeky wheel get the grease" so to speak.

It is my opinion that more random, non-verbal public opinion should be acquired by the council.  This would help offset some of the jaded views the citizens have about their city and surroundings.  It would then be beneficial to publish such knowledge, once aquired, in a manner that each and every citizen can read about it and make informed decisions.

Representation without presentation doesn't work.
